I think that Steve simply spelled his new acronym wrong.
George Herman (Babe) Ruth was born in Baltimore.
He probably meant T.H.O.R.B. - the house of Ruth in Baltimore.
Obviously his brain is not working properly if he offered
an alliance with Tri-Pact.
