If he is just wanting to fill the grain in plywood, then sanding sealer is
what he needs. It is available in any hardware store, not expensive, and will
not get brittle and fall out because the surface pores of the wood soak it up
and then once it dries a quick sanding and you can apply any paint you want
after that.
