I want to finish the surface of plywood- fill the grain to it will have a very smooth surface. Latex spackle sounds like what I'm looking for.

what kind of filling are you doing? if it's just thin seems lines, why not something like a small can of bondo or even latex spackle (not the hard, drywall joint compound)
