If you balance the tank right, then it will take very little torque to rotate the assembly too.

how about this........

 

why not mount the road wheels and suspension to a piece of flat bar on the outside of the tank. have the flat bar mounted tot he tank using one, center mounted rod that would go into the tank and attached to the cam. this way you cant tilt your tank as you want. the added play in the track at one end should be taken up at the other.
