Neil,

Looks like you have a good idea there, using the nuts and bolts, with the preset holes

You could use the same set with a table router and pin cutter

My circle cutting method on a chop saw , see pics :-
 
I dont claim to have invented this ,It came to me after seeing your method, 
 
It`s a good Idea to hold the piece down with a nut to start with.
