so in picture 2 you have a drill and belt drive running the wheel so it can be sanded?
 
i thought maybe when you said the wheels wobbled that the hole in the middle of them was a loose fit or something.
 
the wheel in pic2, is that the drive wheel? if so, just how wide are guides on your track compared to the shown gap on that wheel? you should only have about 1/16" of play overall - don't want the track to wonder side to side.
