Your vehicle can be posted on the "pending" list at any stage of 
development.  To achieve an official designation, you need to have the 
chassis driving around under it's own power using some sort of 
controller (tethered is OK).

In either case, send photos and captions explaining the construction 
process to my private email address (one photo per message please) and 
I'll format and post them for you.
