From prior correspondence with the Rt. Hon. Justice Francis Pitelli, it is my
understanding that Rule III.2.a was designed to apply to tanks with multiple guns,
such as the WWI-era British Mark I (see
http://en.wikipedia.org/wiki/Mark_I_%28tank%29 ). You could mount 2 markers in a
Mark I, as long as only one of them fired at a time.
The Ontos could be classified as a tracked-hull-mounted multiple-rifle system, since
the rifles are external to the hull and need to be reloaded from outside.
My discussion with Frank arose as I am in the design stage for a multiple launch
rocket system. If considered a rocket launcher, such a system would need a
single-shot, muzzle-loaded marker per launch tube. Until RCTC technology advances,
this is probably impractical. Since my vehicle is wheeled, it would be considered
an armored car and allowed 20 rounds. I plan to mount a single marker in one tube
and make the other faux tubes just for show.
(If I ever work out how to pack multiple single-shot tubes into a tiny space, I
might petition for a rules update. I don't see it happening any time soon, since
it's hard enough getting anything into a wheeled chassis.)
The Ontos rifles are not rockets, but not quite typical tank rounds either. But as
the rules stand today, the Ontos would be considered a tank such it is fully tracked
and its 106 mm armament would allow 40 rounds.

The rules cover multiple guns, you get all your shots but only as
many rounds between refill as your largest gun. So yea, you could get
six shots at a time but only some 40 rounds.
