The Basic stamp kit is a great kit.  I got the Boe Bot from them and I recommend this particular kit if you are going to make your tank semi autonomous (servo controls).  The instructions are good enough to help you design your own systems and It deals with interfaces, not just calculations and data storage like the "What is a Micro controller kit."  The Basic Stamp kits are good for running all of the systems of the tank like a brain.  They also cost $60 a piece.  http://www.parallax.com/detail.asp?product_id=28132 
If you want to make sub systems like firing circuits, speed controllers, Range finders or other systems assigned to a specific task, Look into the SX products.  Each micro chip costs about $3 and can carry out lots of tasks with it's 28 I/O data pins.  http://www.parallax.com/detail.asp?product_id=45181
 
    I found that it was easier to program the basic stamps because it was more hands on with instructions geared more toward beginners and the is the instant gratification of having a vehicle that can test new programs on the spot.  I love IR range sensors.
