I made a mold that held the wheel ... then poured the rubber around the wheel...  check out tank number 11...   different hardness of rubber can be used.     Garnet

You could really get fancy....and vulcanize your own rubber.

Put all the wheels on a temporary common axle, put the coating on, then
turn the axle at a low rpm (motor or something) until the stuff dries.
That should keep the stuff evenly spread across the outside of the wheel.
