You need the road wheels. They transfer the load from the tracks to the
tank evenly, and the tank likely won't go anywhere without them.
You don't have to include a suspension system if you don't want to,
though. It's a lot more complexity, and thus harder to build, but you'll
get better traction on rough ground. The tank will also get bounced
around less, meaning less wear and tear on the frame and components,
making the tank last longer.
