Your question was with regard to an "armed" HMMWV operating as an 
Armored Car.  In that case, the light armor (>0 inches) gives it a 20/2 
rating.

The recent question was with regard to an "unarmed" HMMWV operating as a 
Supply Vehicle.  In that case, the light armor doesn't apply and it gets 
a 0/1 rating.  We like our supply vehicles slow and weak!!!

The more important distinction is that you sent in your "registration 
fee" prior to requesting the ruling, while we received no such bribe, 
er, I mean, fee with the current request :-)
