With the scale we use, the rocket would be huge, so stabilizing it for
flight would be easy, some local model rocket clubs may jump at the
chance of using a scale launcher for on of their meetings, may even get
some more recruits

Not bad. Except for this scenario, the rocket
misfires after a set time and 20 people hit the dirt
as it goes whizzing out of control.But it would be
cool to have it slowly come to launch position( no
launch) within a set time to signal the end of the
scenario.
