The National Association of Rocketry's Model Rocket Safety Code (see 
http://www.nar.org/NARmrsc.html ) requires rockets to be lauched within 30 degrees 
of vertical.  If you ever seen these things go off, it makes sense - near horizontal 
you could really hurt someone (or worse).  Paintballs at up to 10 degrees above 
horizontal is a sensible safety rule.
