Pretty much any hardware store will stock the right size bolts to be used as axles.. Also solid shafts my be found there as well, if that approach is used for axles.
If you cant find them, try looking in a larger store such as Fleet Farm, and I know they sell the shafts in different sizes and materials at a decent price.
