Kevin,
I assume you're using 3- 6 volt batteries to
achieve 18 volts. So that means you have 3 in series.
Where battery 1 connects to 2 which in turn connects
to #3 which is then your main power. The terminals on
#2 are now 12 volts. Run a separate set of wires from
them to power the relays.
