Hmmm, with a spring loaded wheel on it, the belt may slip fairly easily (past experiance). I would say either try to center the wheel, or try a different way to drive it, such as chain or different belt type... I'll attach a pic of my turret mechanism, which works perfect. The main "pulley" was just a cheap one I made out of wood, and it works well for what I need it for. Its a little off (as yours is) but the adjustable v-belt is able to be tightened, and still turn the turret on the "loose" spot during rotation. I used a windshield wiper motor that my brother got from work, which is from a semi truck...
