I think 25 will be just fine, considering that the scooters these motors come from use it, and they have no problems with breakage, even when loaded with 150 lbs+. Also, #25 is used on most if not all bicycles ridden by professional bicyclists (lance armstrong and company), and it seems to work just fine for them. Granted, it is a little slower, but those guys must make amazing amounts of power. If #25 can hold those guys, it should work for your average tank.

I think most are using 35... I'm getting 25 myself, so I'll let you know how they work out. Was looking for 35, but didn't find any 35 sprockets to mount on my motors.
