Another thought is:
1. Look into scooter disc brakes (cable or hydrolic)
2. Poss. use door actuators (? not sure of hold time before burnout???) to 
activate.
3. Large scale (1/5 and up) RC cars use both a cable and/or hydro disc 
system that are   servo activated...but $$$
