If russian armor don't make your heart go, then you could try to build an M3
Stewart "Honey" light tank.
As far as 900rpm goes, I don't see why not. Might take some experimentation
and a failed attempt or two as you learn the problems associated with
high-speed track laying but I doubt there's any problem that can't be
corrected for by design.
