Using my exellent (ha) photochopping skillz (see attachment) I've determined
that the tracks are about 56cm wide and there is about a 5cm gap between the
tracks and the chassis.  The entire width of the tank was 3.4m which means
that the width of the chassis had to be about (340cm - (56cm * 2) - (5cm *2)
= ) 218cm.  
218cm / 6 = 36.3cm or 14 inches for the chassis width in 1/6th scale.
Something about not sticking to scale bugs me.  I guess in my head I want
big tanks to be big on the battlefield and small tanks to be....small.
Breaking from the 1/6th scale I could make the tank a minimum of 36 inches.
Because I'm building a big tank I'd like to go over that to make the tank
big but not 69 inches big (1/6 scale length).  Maybe 40 inches.  So:

Chassis:
Length = 40 inches
69/40=1.725  
14/x=1.725
14 inches (1/6 scale chassis width) * (new chassis width) = 1.725
14 inches / 1.725 = 8.115 inches
new chassis width = 8.115 inches

Tracks:
56cm (real width) / 6 = 9.33cm (1/6th scale width)
9.33cm / (new track width) =  1.725
9.33cm / 1.725 = 5.4cm or 2.12 inches

Some one check my work and make sure I'm not dumb.  Also, my brain hurts,
what scale would this be in?  How do I calculate that?

Just build it to the three foot rule.  It's there so we can build the
bigger designs.
