Turret rotate [TANKS]

Hi all,
    I'm rebuilding my Tiger turret from the ground up, rotate, elevate, 
marker, everything. First of all I'm going to attempt to use proportional 
speed control for the rotate. Does anyone know how to make, or where to buy 
a cheap proportional speed control (under $20 if possible).
