I can whole heartily recommend bronze bushings for the low rpm roadwheels.  Ball bearings IMHO are overkill for a roadwheel.  The bronze bushings you want to use are also known as Oilite bearings.  They are made of sintered bronze and are impregnated with oil.  The 1/2" bushings that surpluscenter.com sell are Oilite bearings.  Oilite bearings on a ground shaft are almost frictionless.
