The speed is not the issue, it's the power rating.  Basically, any motor 
  capable of generating at least 250 watts of power will work for all 
but the very heavy tanks (200+ lbs) in our hobby.  Standard scooter 
motors usually run around 2700 RPMs -at- 24v, producing anywhere from 250 
to 500 watts of power.

A good rule of thumb is that you'll need about 250 RPMs at the drive 
wheel to run at an effective combat speed.  So, with 2700 RPMs at the 
motor axle -at- 24v, you'll need a 9:1 or 10:1 transmission to drive the tread.

EV Warriors generate about twice as many RPMs at 24v, so they need to be 
geared down almost twice as much, but they also generate more power.  In 
fact, they probably generate too much power for our purposes.
