The reason was to keep people from using concept
tanks (ie: hover tanks, futuristic tanks, or just completely off the
cuff design tanks).

The rules
only allow for vehicles that made it into production.
From what I can gather the E-10 never made it past
the development stage. Interesting design though.
It's adjustable suspension is a precursor of the Swedish
S tank.
