Your two fuses was confusing me until I looked up the specs for the Vantec RDFR2x series.  Most setups (except for Vantec it seems) will only have one fuse requirment.  The Vantec doc states "select the smallest fuse which will support normal operation".  It would seem that 10 amp fuses aren't supporting normal operation.  Try going up to 15 or 20 amp fuses and see how it goes.

here are the specs of my particular Vantec controller...
 
Voltage Range: 5-30...Continuos Amps (per single motor) :20....Starting amps: 60(I guess this means that this is what it uses to start then it drops to 20 during continuos use) I don't know if this helps..thats whats on my spec sheet that came with the controller....as for the fuses...I have both hooked up to the controller using dual 16 guage wire, one goes directly to the  + battery terminal, the other fuse wire from the controller spliced into it, and I also have the on/off switch spliced into the fuse wire....
