RE: help with blown fuses [TANKS]

The tank moves around for about a minute then the fuses blow....it did this before, when i first got it running, but then it  drove ok, as the battery power seemed to get less and less,...i recently recharged my battery, and I wonder if it may be putting out a charge that causes the fuses to blow?? the Vantec controller came with a few ceramic resistors(?)(two large ones and about 4 smaller ones) and instructions suggesting to solder them across the motor brushes? I haven't done that...would that  fix the problem? hopefully you can give me tip how to fix the problem..
