When does it blow the fuse, when you turn the power switch on or when it's moving?

My FOA Tiger keeps blowing the fuses for the motors...it has two KCM's, a Vantec speed controller, 8 channel Hitec Laser 6 receiver, and a 12 volt 7 amp battery..the fuses are two(one for each motor) 10 amp 250 volt fuses..can anyone tell me why it keeps blowing fuses and how to fix this problem...
