I tested the Relay SSR Motor Controller
http://www.anvilus.com/products.html#Motor1
at 24V and it worked fine. Steve Tyng is beta-testing
one at 24V.
Secondly, I just sold my last Relay SSR Motor
Controller and ordered parts to make more. It
will be about 2 to 3 weeks.
Lastly, I recently designed a Mini Relay Controller.

The user must supply relays. It does
forward/off/reverse with mixing for two tracks
but does not have proportional speed control.
I literally plan to test it this afternoon.
