The phrase "Infantry must ride on a vehicle" is about as plain as it
gets ... they can ride on any vehicle, including a tank, armored car, or
support vehicle.
Yes, the max capacity of tanks and armored cars is vague, so let's just
say that the max is 4 infantry riding on any vehicle.
