The road wheels for T001 are made from 3/4" plywood that was rough cut
on a bandsaw and then finished on a lathe. If you don't have a lathe,
you can finish them with a simple jig on a belt sander (that's how the
original T001 road wheels were done). And if you're the "Wood King"
(aka Mr. Tyng) you can even make them effectively with a chop saw, table
saw, or presumably a chain saw as well ;-)
