I think this was an evolution from the model warship rules were only completed ships
could be allowed to participate in club events. It seems a logical cutoff point to
me but I'm sure Frank will elaborate.

The 1:6 scale option was a rules modification to allow converted GI Joe toys to
participate.

I think the Swampcat was classified a Cadillac armored car like the UN vehicle.
It's obviously being built under the three foot guidelines (its at least 3' long).
