Oops, sorry misunderstood. Weld or braze a metal
flange to the end of the axle. Use these to bolt the
wheels in place. That's how we've secured our drive
sprockets or drive wheels on the TTS systems. In
regards t to the axles, any reason that you can't use
a 20 mm axle?
