We're thinking about using flanges on only one side, because the chain 
link is 1" wide and has a cotter pin on one side of each pin that might 
get mangled by a flange on that side.  By placing the cotter pin on the 
inside of the track and using flanges on the outside, that will give the 
  desired appearance, while allowing the inner portion of the wheel to 
ride on top of the chain link.

Will, tell Steve the inside and outside diameters of the road wheels and 
let him crank out a couple to see how they work.  If you make them 3/4" 
thick, with a 1/2" thick inner disk that should fit nicely on the track.
