You are absolutely correct.  That's why Field Artillery ALREADY has a 10 
round magazine as specified in rule III.2

Perhaps you were looking at the "Rocket Launcher" magazine which is only 
one round per tube.

BTW: I like your idea of using infra-red controls to replace radio for 
the stationary equipment (artillery, rocket launchers), but have you 
considered going with "wired" controls to make things even cheaper and 
simpler.  50 feet of multi-strand wire would do the trick.
